The LEGO Group has made it clear that they consider 21353 The Botanical Garden to be part of the Modular Buildings Collection on the online store.
After its reveal earlier today, the listing for 21353 The Botanical Garden on LEGO.com has confirmed an interesting fact about the set as the LEGO Group has labelled the build as part of the ongoing Modular Buildings Collection. A banner on the product listing for the new set showcases 10326 Natural History Museum and states that you can grow your collection with 'other modular sets'.
This alone would be confirmation enough that the LEGO Group intends for enthusiasts to display the botanical garden build alongside the likes of 10312 Jazz Club, as was originally pitched by fan designer Valentina Bima. That said, there are no street, lamp posts and Technic pin connection points – all of which the LEGO Group has confirmed to be rules for the collection. The fan designer did pitch such inclusions, though they are nowhere to be found in the final design.
Ashnflash has also spotted that the description for the set uses 'modular', though this might be in relation to the different sections of the set that can be removed to access the interior. That said, they can't be rearranged and the LEGO Group is likely aware of that word's connections to the popular LEGO collection.
Switch to the products page and you'll find that the new LEGO Ideas set is directly listed alongside the official entries in the Modular Buildings Collection that are currently available – 10297 Boutique Hotel, 10312 Jazz Club and 10326 Natural History Museum. This is unusual for any sets that aren't noticeably part of the modular range, but it makes it clear that the LEGO Group considers 21353 The Botanical Garden to be a modular building entry in some form.
